A mid-size contractor bids 40 tenders a year and wins six. The 34 losses still cost roughly eighteen hours of senior estimator time each. That is a full quarter of one person, spent reading documents that were never going to pay.

Worse is what the reading misses. Onerous clauses hide in Volume I while the estimator lives in the BOQ. This pack levies liquidated damages at 1.5% per week, excludes labour escalation entirely on a fourteen-month job, and refers to an MEP schedule that is not enclosed.
